Sports Capital Programme 2015 - Key Information for Waterford Sports Clubs and Organisations

OSCAR Registration (78 Waterford organisations registered on the OSCAR system (24/3/15)

2. A Tax Registration Number (TRN) from the Revenue is needed to register on OSCAR – there is currently a significant backlog in processing applications so it is URGENT to apply immediately. The form for sport clubs (that are not limited companies) is the Registration Form for Voluntary Non-profit Making Organisations and it can be downloaded from and should be completed and sent with a covering letter with contact number for the club and explaining the deadline of April 10th to ESE Central Registrations, First Floor, Revenue Commissioners, Plaza Complex, Belgard Road, Tallaght, Dublin 24. Tel. 1890 240424 (open 9.30-12.45 weekdays).  A different form TR2 is required for Limited company tax registration.
3. The Sports Capital Grants application process cannot be started until the organisation has registered and the registration has been confirmed by the department.

Making the Application – some key points

3. All applications must be completed online. This is the ONLY way to apply.
4. It is important that the person making the application on behalf of the organisation is comfortable with computers, scanning and uploading documents. A number of documents will need to be scanned therefore access to a scanner will be required.
5. There are some changes in 2015 (from 2014) re joint applications.  All organisations involved in the application must register on OSCAR and the organisation that owns the land on which the development will be must make the application.
6. Max grant for club/organisation projects is €150,000, for national/regional is €200,000.
7. Minimum own funding:
Non-disadvantaged 15%
Clar area 10%
RAPID area 5%
Regional or National or NGB 5%
8. NB -Must use the templates provided in the appendices to the guide or downloadable at the relevant part of the form.  May be disqualified if templates that are provided are not used.
9. Must have planning permission, evidence of current planning permission application or confirmation planning permission not required.
10. Schools, ETBs and 3rd level colleges may only apply for funding jointly with local sports clubs or community groups and must provide copies of formal license agreements.
11. Site ownership: If application is for sports equipment only - no need to provide evidence of title
If organisation owns land or has long lease of 15 years or more remaining and if title is registered in the Land Registry - can apply up to €150k for funding for capital works
If organisation does not own the land or does not have a long lease - may only apply for a maximum of €25,000.
12. Main reasons for invalid applications relate to title issues, not providing proof of planning or own funding or not using the templates provided.
